Lawmakers in Texas are once again debating whether to expand gambling in the state, with two proposed bills aiming to legalize sports betting and casino gaming. House Joint Resolution 137 (HJR 137) and House Joint Resolution 134 (HJR 134) have been introduced as potential constitutional amendments, giving voters the opportunity to decide the future of gambling in Texas if the measures make it through the Legislature.

HJR 134, introduced by Rep. Sam Harless, is focused exclusively on legalizing sports betting. It proposes a regulated system where only select organizations, such as professional sports teams established before 2025 and racetracks that meet specific criteria, would be eligible to operate betting services. The bill does not specify how tax revenue from sports wagering would be allocated, leaving that decision to future legislative discussions.

HJR 137, sponsored by Rep. Charlie Geren, takes a broader approach by seeking to legalize both sports betting and casino gaming. The measure includes a plan to license up to ten casinos across Texas, imposing a 15% tax on gambling revenue. It also requires the state to negotiate gaming agreements with federally recognized Native American tribes, ensuring their participation in the industry.

Past efforts to legalize gambling in Texas have repeatedly failed due to strong opposition from conservative lawmakers and religious organizations. Many argue that expanding gambling could lead to addiction and other social issues. Additionally, Lieutenant Governor Dan Patrick has been a major obstacle, consistently blocking previous proposals in the Senate.

Supporters of these measures highlight the potential economic benefits, including tax revenue and job creation. If either bill passes the Legislature, voters will have the final say in a statewide referendum on November 3, 2025. The debate is expected to continue as advocates push for change while opponents resist efforts to expand gambling in the Lone Star State.
