Thai lawmakers have made adjustments to a proposed casino bill ahead of a crucial vote, lowering financial barriers for local residents while maintaining restrictions on online gambling and livestreamed betting. The bill, which aims to establish legal casino operations in the country, has sparked debate among investors and the public.

One of the most significant changes involves the financial requirements for Thai nationals to gamble in these establishments. Initially, the proposal required individuals to have at least 50 million baht (US$1.5 million) in savings, a figure far beyond the reach of most residents, given that the country’s average annual income is roughly 348,000 baht (US$10,440).

The revised version now requires prospective gamblers to provide proof of three years of income tax filings instead. This adjustment makes access more feasible while still ensuring financial responsibility. The entry fee of 5,000 baht (US$150) remains unchanged.

Despite these modifications, online gambling and proxy betting will not be permitted under the new legislation. Authorities aim to prevent remote wagering, a practice that has become widespread in other gaming markets such as the Philippines and Cambodia. By banning livestreamed betting from casino premises, Thailand hopes to curb the flow of illicit offshore gambling activity.

While the bill could attract major investors, including international casino operators, public sentiment remains divided. A recent poll indicated that 59% of respondents oppose the introduction of casino resorts, while only 29% support the plan.

Over the weekend, demonstrators took to the streets, urging the government to reconsider. A petition signed by 100,000 people was submitted to Prime Minister Paetongtarn Shinawatra, reflecting growing resistance to legalized gambling.

With the vote approaching, lawmakers must balance economic potential with social concerns as Thailand moves closer to deciding the future of casino gaming in the country.
