The casino giant could be the first to inaugurate a casino in Abu Dhabi
MGM Resorts is taking significant steps toward expanding its operations into the United Arab Emirates (UAE) by applying for a casino license in Abu Dhabi. This move, revealed by CEO Bill Hornbuckle at the Skift Global Forum 2024, marks MGM as the first major operator to pursue a gaming license in the rapidly growing market of the Middle East. MGM’s application was submitted to the General Commercial Gaming Regulatory Authority (GCGRA), which began accepting license proposals in July 2024.
Hornbuckle expressed optimism about the potential for MGM to establish a presence in Abu Dhabi, noting that the decision rests with the UAE’s federal government. The company is focused on gaining approval for a casino license rather than expanding its hotel portfolio in the region at this time. Hornbuckle acknowledged the complexity of the approval process, which involves navigating the authority of local rulers over their respective regions.
While MGM is making its bid, Wynn Resorts has already made progress in the UAE, investing $3.9 billion in a resort under construction in Ras Al Khaimah. Though Wynn is further along in its development efforts, the licensing status remains unconfirmed, adding competition in the race for a foothold in the UAE’s emerging casino industry.
MGM’s push into Abu Dhabi builds on its historical connections with the UAE, including past collaborations with Dubai World in projects such as Las Vegas’s CityCenter. Hornbuckle highlighted the strategic importance of the region, citing its significant expatriate population and global tourism appeal. With major airports like Dubai’s being key hubs, MGM aims to attract an international audience and strengthen its position in the expanding gaming landscape of the UAE.
